The vast majority of OPARC’s revenue comes from the State of California in the form of service fees. OPARC is paid a set rate for each program for each client who attends that program. However, these fees do not cover the full cost of operating a large and complex organization. They have not been adjusted, even for inflation, for several years, and one of the service fee rates actually declined recently as a consequence of the State’s financial condition.

Therefore, OPARC maintains a comprehensive fund development program that includes special events; direct mail appeals; memberships; grants from corporations, foundations, and governmental entities; and special campaigns as the need arises.

OPARC memberships are available from $35 per year (basic) to $2,500 (life).

Special thanks to all the foundations, corporations, and individuals participating in the “Building Pride and Potential” capital campaign, which ended in 2003 and exceeded its goal of raising $1,545,000. Proceeds from this campaign were used to construct the Rosalia Gogian Annex to the Monte Vista Adult Development Center and the new DI/Administration building on Vernon Avenue in Montclair.
