

Jill Elliot carried forward a legacy of compassion, advocacy, and community that began with her mother, Oparc co-founder Sally Keechler. In 1950, Sally created Oparc after discovering there were no services available for her son Jack, Jill’s younger brother, who had a developmental disability. Her determination opened the door to opportunity and belonging for countless individuals and families. Jill remained closely connected to that vision throughout her life, honoring her mother’s courage and commitment in a deeply personal way.
Together with her husband Robert, Jill was a devoted and longtime supporter of Oparc. Their generosity and belief in the potential of every person helped strengthen the community that Sally first imagined.
In 2021, Jill and Robert were honored with Oparc’s inaugural Founders Award in recognition of their enduring dedication. Jill will be remembered with gratitude and affection, and her family’s legacy will continue to inspire the work we carry forward each day.
