
Oparc is proud to recognize Anne Dutrey as Board Chair for 2025–2026 and into 2026–2027. Anne has served on the Oparc Board of Directors on and off for the past 14 years, bringing a wealth of leadership experience, commitment, and thoughtful attention to detail to her service. Throughout her tenure, she has served in several leadership roles, including Board Secretary and Vice Chair, before assuming the role of Board Chair.
A retired municipal employee and former Army officer, Anne's professional background reflects a lifetime of public service and leadership. Known for her thoughtful approach, integrity, and strong attention to detail, she provides steady guidance and strategic oversight that help strengthen Oparc's impact and support its continued growth.
Anne and her husband, Javier “John” Dutrey, Mayor of Montclair, have been longtime residents of the community. Together, they have raised two children and remain actively involved in civic and community affairs.
A recent experience that deeply reinforced Anne's belief in Oparc's mission occurred during a Thanksgiving outreach effort at her church food pantry. Last Thanksgiving, 85 Oparc participants volunteered alongside church members to help serve 242 families—more than 900 individuals in need. Anne said their contribution was truly invaluable. Their enthusiasm, dedication, strong work ethic, and joyful spirit made them a pleasure to work with, and the pantry simply would not have been able to serve so many families without their support. The experience beautifully reflected Oparc's mission of creating meaningful opportunities for inclusion, service, and community engagement.
